Hedge / Shrub behind flower bed needs trimming

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7003319.

This small Laurel hedge sits behind a flower bed which is maintained by a group of volunteers. The hedge wasn't trimmed last year and it is growing into the flower bed, and has lots of upwards growth too. please can it be trimmed? The volunteers don't have the tools to do this. It would be ideal if this could happen during the winter to minimise the damage on the plants in the bed. Thank you
