Mimosa tree branches overhanging road with about 8-10 ft clearance

The tree has been protected by a TPO for several years, local residents cannot legally trim the tree back although willing to do so, the landowner does not manage the tree at all, and has allowed it to grow out into the road such that protruding branches are now a hazard to highway traffic - they should be compelled to employ a tree surgeon to prune the branches back, and preferably the entire tree to ensure sustainable growth - to not do so properly may endanger the well being of this protected tree
