Bins over flowing again!

I've had to report this under grit bin, because you've taken the option to report rubbish bins away! These two bins on Hillfields avenue have been like this for weeks. Rubbish has been blown onto the green where the bin is so full up. How often are they supposed to be emptied? The bins are not fit for purpose, too small. Noticed other bins have been taken away and not replaced too. Way too much litter around here.
