Loose metal cover by roadworks causing noise nuisance

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7163577.

I'm not sure how to report this - it's not inactive at the moment but I can't find staff to help. The problem is that there is a metal cover over the works but it is loose and every time a car goes over it clatters loudly. This is a problem as my bedroom window is very close and even with windows closed it is preventing me sleeping. Could the cover be stabilised? Or a temporary speed restriction put in place? 'Ramp' signs might help.
