Flooding Issue on pavement

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7194619.

The water is coming from an outside water stop tap for number 21 Gilda Crescent. I have had Bristol water out and Wessex water and they both say its nothing to do with them and that the water is finding an escape route and coming from somewhere underground. This results in lots of water all over the pavement which is a hazard to the public and I'm concerned that it could cause a sink hole because this has been going on for about 5 years now. In icy weather it also freezes creating even more of a slip hazard.
