Our bins are not being collected (c.50% of the time)

My partner has been told by the council that our bins have previously not been collected due to access issues due to parked vehicles. We can't see these access issues - the road looks fine to us and is the same as it has always been. If this is a continuous issue for the waste team, please could someone be sent to enforce parking and/or assess the situation and enlighten residents as to what the issue is.
I would estimate that only c.50% of collections so far this year have been made - the other 50% have been missed. We have now had two missed collections in a row, with no-one returning despite our reporting the missed collection in the given time window.
These missed collections (despite reporting them) mean that there are overflowing bins all over the street that need clearing. (Equivalent to 2-3 weeks' worth of recycling and rubbish).
