Car continues to obstruct access to property!

I appreciate parking is an issue on this street but we are all in the same position sometimes having to park in nearby streets. The owner of this vehicle continually parks on the pavement/grass verge directly in front of other neighbours property access sometimes only leaving around a foot gap in front of the gate to access the property and causing issues for pedestrians to get past with prams/Bikes etc but also churning up the waterlogged grass spreading mud across the pavement. I’m unaware if they have been spoken to about the issue if they have they are taking no notice as this has been going on for quite a while and now needs to be addressed properly.
