Blocked rain water pipe under footway

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7242920.
Report that rain water pipe running under the footway from 72 North View BS6 into the rain water gully system is blocked and water is backing up into garden. Householder said all properties in road have same pipe running from property under footway. Request we unblock

All houses in the street share the same rainwater drainage system at the front of the property: the rainwater is supposed to flow in a channel/gutter in the pavement, covered by a cast iron plate. When the road was resurfaced, the tarmac was put almost flush to the pavement level, blocking the water outlet on the street. As a result, the water backflows in the front garden of the properties that have the downpipe installed (notice that one pipe will serve the two adjacent houses, not just the resident at that property, as shown in picture).
The outlet of the gutter must be cleared of the tarmac.
