Outside 149 St Michaels hill is a black bin belonging to 148 St Michaels Hill which on the opposite side of the road, it has been left there for months I have put it outside their door but they keep putting it back, fly tippers have been adding rubbish to it which the council have refused to move, the rubbish has now been set one fire. If you had acted when I first flagged it this would have been avoided. This could have been much more serious. Please move this bin. I will try and find out who the other one belongs to.
