Garage door missing and used for fly tipping

I am owner of one of the garages in the group along Kensington Road. Several local residents have asked me what is to be done about the garage that has lost its door and is filled with fly tipped rubbish. I don’t know who owns that unit but I believe the first four including that one have one owner who wants to develop the site. Can I suggest that a residence association arrange for the rubbish to be cleared, a new door put on and the owner be identified through the land registry. I don’t know how to answer the many questions I am asked about the site when at my garage with my vintage car,
