Loose, noisy utility covers

There are two utility covers outside my property. Both of them are loose. They are not set into the carriageway properly so, over time they have become loose and whenever a vehicle goes over them there is a horrendous noise which can be heard inside the house. This is a problem that has happened before. The covers are re-set and then over time they loosen again. Work was carried out in this section of the carriageway last year involving the sewer system and the covers have worked loose since then.
