Incident of fly tipping. Not clear if the contents of the black bags is hazardous or a fire hazard.

I believe the fly tipped bags are to do with the Street Goat project on Barton Fields organised by Rani Fernandez Community Development Co-ordiniator with Rethink Mental Health Charity
