Fly tipping of building waste plus 4 bin bags of rubbish. Blocking a pathway and affecting green area.

This has been here for 24hrs. This is on county st bs4 3ag. This is blocking a pathway plus affecting dog walkers in the area. The building waste is toxic, on the labels it says it is to be handled with goggles and face mask plus if handled without gloves can cause skin irritation.
