Road blocked without notice or notification

Avon Street has been blocked due to 'roadworks', but there is nothing on Council website to say what this is about, no warning or notification and we have already had a refuse bin collection missed, due to this , which is a Health and Safety issue.

In the photo, you will also see cars parked as usual in the loading bay, outside 3 Glass Wharf, so even if refuse lorry could get in to Avon Street, it couldn't get close to the building.
