Continual fly tipling

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7366731.

A huge issue which is upsetting many residents. As soon as one lot of rubbish is cleared another lot appears. I managed to catch a photo of one of the rats climbing back up to under the hedge but there are loads there. Local would like this to be stopped rather than just cleared as this is seen as a free removal service. Cameras would be better and fines.
