Lots of continuous flytipping

Current issue: There is flytipping up and down this street. Most concerningly, tube lights which contain mercury (an extremely hazardous and dangerous substance) have been dumped and smashed all over the floor. There is also a lot of other rubbish such as a mattress, a sofa, boxes, and bags.
Ongoing issue: this is a hotspot for flytipping, which is clearly encouraged by the 16+ commercial bins that are left on this public, residential street, right off the high street. This is encouraging rats and antisocial behaviour, as well as preventing East Street from being a pleasant high street to walk down.
