Ducie Road Carpark entrance there is a large red 'Biffa' bin which has been moved there about 3 weeks ago off the street. It is full and overflowing and the lid cannot be closed. A lot of additional waste (in bags and loose) has accumulated around and another mattress dumped ( the Council did remove the previous one some time ago). Biffa need to be told to remove their bin and empty it. The area needs claering up and waste removed. The problem was reported last week by a council workman on his phone after he had tidied up the area and got it ready for collection. No action was taken and now it is worse! Thank you
