Dangerous slippery surface especially when it has rained

I was walking around the harbour enjoying a pleasant day out with my children, when I moved over to accommodate another person passing, coming towards me. Unfortunately for me, this surface I walked on is very dangerous when it's wet. There's a strip (approx 12 inches wide) of what looks like different surface material to the rest of the path which runs adjacent to the railing stopping you going into the water. It's black with stones in it. I was wearing sensible trainers with a good grip and my feet slid from underneath me. I then fell over as it's on a slight downhill incline and I landed with my full body weight on to my left knee on to this surface. I then had to walk back to the train station which was agony. I have not been able to walk anywhere today as my knee is grazed, painful and swollen.
