Inch or so deep section of road missing

There is an inch or so section of top layer of road missing at least as of 4th April, pictures dated 5th April that is very unsafe, especially for bikes. When passing along this road on 4th April, this section which was not fenced off and did not have cones over it lead to personal injury and damage to property.
