Clogged drains, slippery cambered pavement

The pavement is covered with very slippery leaves. The drain covers are blocked & leaf fall prevents runofff. The tree hasn’t been pruned meaning branches are too low. The owner has been notified & nothing has happened this is a major route to Park st. Brandon Hill etc. it needs regular clearing. This doesn’t happen.
