Fully blocked drain, water just flows over the top

Drain needs clearing as it is full of last Autumn’s leaves. There is always clear access to drain due to adjacent driveway so never blocked by parked cars. Why isn’t it on an annual list of works instead of having to be reported by a Bristol citizen?
