Waste and rubbish blocking pavement

This rubbish has been growing in size for a number of months. Worryingly, many other reports seem to have the response 'it's not our responsibility'! Now the pavement is blocked and a woman with a child almost got hit by a lorry when walking in the road - does someone have to get injured or killed before something is done. Please, please let residents know who can help if BCC can't - thank you.
