Parking machine took cash but failed to refund

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7541820.

Tried to pay with cash for parking (Reg FD19GMZ), machine took £3.50 but failed register credit, I pressed refund and it only returned £1. I spoke to operator at 18:48 and he advised to raise a complaint to get a refund for the taken funds.
