Rim around tree has a dangerous and sharp edge for children to trip or fall on it and hurt themselves

The roots of the tree have pushed the metallic rim up, leaving a sharp edge exposed. Children run and play around the playground and I have already seen a couple children hurting themselves there, luckily minor injuries, but has the potential for more serious injuries
