Litter, large plastic sheet, overflowing bins

3 weeks uncollected bins. Litter is a constant problem. Unsure if this flat remembers to put their bins out or the staff collecting don’t notice it. The whole road is covered in litter. It would be useful to remind this flat of the problems they are causing. A street clean is also needed due to the litter.
