Overgrown shrubs to rear property access

The council has allowed the ‘rear access’ to our property to become so overgrown that we cannot access the rear of our property as is our right.
Historically, there has been a rear access route dividing the properties. It appears that in recent years this access route has been commandeered by properties along its length. In this case, 17 Douglas Road have extended their garden into the access route by removing all fencing and recently discussing adding raised planters along the ‘rear’ of the garden. As this land is not theirs, it is not acceptable for them to take this land for their own gain. It impacts our privacy and our security as there is a rear access gate into our garden.
