Missing bin kids and general mess around

For the last few weeks the lids have been missing for the bins at the end of Southleigh Road. This has resulted in increased bad smells, pests and encourages fly tipping. I can hear animals in the bins at night and am concerned about the smell as the wether gets warmer. In general the cleanliness and mess around the bins is poor with frequent fly tipping and regular bin spills. Whilst the immediate issue is replacing the damaged bins I think that in future having cctv (along side the current signs) would help prevent fly tipping, many of whom bring a vehicle to dump their rubbish.
