Concerned why tree cutback so much

The tree at the back of Burlington Court has been pollard recently, The extent of the pollard seems excessive, please can you explain why this has been done, it seems unnecessary

My enquiry is relating to a sycamore tree which is located within the boundary of Victorian house converted in the 1970’s into 4 separate properties. I live in & own the Garden Flat, 13 Redland Park. The sycamore tree was well established & healthy. It was a beautiful tree offering shade, privacy & greenary with strong & beautiful leaves & branches. The tree was pollarded extensively on the 29th April this year which I was not expecting. I would, if at all possible like a copy & all information and details which you hold concerning the application to pollard the tree. I am one of 4 director of the management company which is named: 13 Redland Park Management Company. I was not involved in the application, however I was aware of the planned tree works. I would just like details of all parties involved in the application with the sole intention to ensure that the correct steps were taken in the application.
