30cm pot hole not filled when road was resurfaced

Large pot hole on side of road was not filled prior to road resurfacing. Approx 30cm diameter. Approx 5-10 cm deep Now that road is all resurfaced it is difficult to see and avoid. Cyclist has already hit pothole and fallen off.
