Paving slab fills with water

This dip in slab has been filling with water for months but has got worse since the road was resurfaced and tarmaced . The public have to walk around it which means pushchairs are in the road . I have reported this many times but no one seems to take responsibility . Many thanks Mrs L Hobbs
