Witnessed a person dumping a car load of rubbish.

I witnessed the blue VW Passat estate (I have the reg number) dumping an entire cars worth of rubbish on this section of public highway. The person was incredibly angry, shouting and swearing that the rubbish had been put in his car. After emptying his car of all the rubbish he drove off at great speed. A nearby van dweller then took the rubbish to the other side of the road.
