Long grass containing litter and waste

This is the ONLY area on the Downs that is not cut. It now traps litter. Its looks a unsightly and allow people to leave dig mess in amongst the grass. Please can this be put on the cutting rota. Its outside residential houses so I see no reason why it's not maintained like all other BCC parkland areas.

The tractor driver cut everything this week. But not this area. It doesn't make sense. Please explain the reasoning.
