Excavation to remove/replace street light

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7687656.
This site has 3 way traffic lights in operation 24 hours per day and is causing chaos to traffic flow. Why is this necessary as the excavation does not encroach onto the carriageway ? It is accepted that traffic has to be restricted when there are people working there but the site seems to be inactive.
