Bin overflowing due to resident filling someone else's bin with litter

Residents don't use their own bins, and discard rubbish inappropriately into someone else's bin. This attract foxes, rats and other unwanted animals, which is a health hazard to families with kids and the environment too.

Please report these motorists to the police, they are breaking the law by: 1. Driving on the pavement 2. Causing a dangerous obstruction to pedestrians
