Persistent overflowing bins and flytipping

Every week these bins are overflowing, are often not collected at all and accompanied by random other items flytipped onto the pavement - this week it’s a suitcase full of toys but has also been a fridge, washing machine etc.
The issue seems to be that the flat’s address is fishponds road - not glen park where the entrance is - and the residents don’t know to/care to take the bins to the corner and the glen park collection doesn’t know to/care to empty them. Please can we try to resolve this issue in a more permanent manner, as it is continuous and attracts vermin as a lot of the waste is food waste.
