Obstructing others from parking

This has been an ongoing issue for years, when there is street parking for everyone, this house members restricting others from parking and keeping the space infront of their house as private and using bins to save the space for only their vehicles parking and leaving others in trouble when shortage of parking space. We are finding difficult to get other spaces when its busy and often fines from council when parks on double line because no other option to park as we have a small baby and adventure playground infront of the house it’s always busy parking schedule. Please help me with the issue.

This problem is ongoing, reference 7718026 BS5 0JP, Thomson road, house 13 Reported one month ago, no updates yet, this car owner is reserving space with bins for him and his family on that area. It’s ongoing for years please help us with this issue as others struggling to park.

This one I also find very frustrating. I've actually been moving the bins to park there and each time my car gets vandalised in some way. I've lost 2x rear windscreen wipers and a car badge. It might be coincidence, but has only happened on these occasions. Reported to the police, who dismissed the case.
