Overgrown hedge blocking pavement!!!

BCC closed this case, however I drove this morning and the situation is just getting worse, but now blossoming with flowers! (The pic attached is mine from around 3-4 weeks ago which has now doubled in size)

BCC please deal with this overgrown hedge outside flats 68/70 on Salcombe road!! It has now taken ownership of the public footway and now everyone is forced to walk into the road to pass with oncoming vehicles including double decker buses!!

This is a danger to school children and elderly people, not forgetting wheelchair users. Salcombe is a busy road. Something needs to be done, as well as the housing officer of this property giving either support or a warning. Surely the BCC tenant is liable for keeping a clear and tidy garden?
