12 has a pay and display sign, the pole has people chaining bikes up and obstructing door

The front door the the set of flats at number 12 is being obstructed by people chaining their bikes up to it, this is a regular occurrence The residents are elderly and have mobility issues and struggle to move around the bikes if they are there They have also received abuse from cyclists leaving their bike when they have tried telling them to not leave them there Please can the sign either be moved or changed to the wall mounted type similar to the one across the road
