Final layer of tarmac is missing on Novers lane

Dear Bristol City Council,
I am writing as a resident living near Novers Lane to raise a concern about the condition of the road following maintenance works completed around 1 to 2 months ago. The concerned road is Novers lane, after Novers Hill, passing by Draydon Road, until the roundabout that connects to Leinster Avenue. One of the uploaded picture shows this roundabout, and highlights the lack of asphalt on Novers Lane in comparison with Leinster Avenue.
Since the works were carried out, it appears that the final layer of tarmac has not been laid on Novers Lane, and yet road markings have already been painted. At first, I assumed this was just a temporary situation—but as the weeks go by with no further updates or visible progress, I am growing increasingly concerned that this might be the final state of the road.
The current road surface is not only unsightly and unfinished, but it also causes significant noise disturbance, especially at night. Many drivers do not respect the 20mph speed limit, and the rough surface amplifies the sound of cars passing, which has begun to seriously disrupt my sleep and overall well-being.
Given that I am paying full council tax (£170/month), I believe it is fair to expect the road to be fully restored in a timely and proper manner. Could you please confirm whether a final resurfacing is still planned for Novers Lane, and if so, when it is scheduled to take place?
I would really appreciate any information or clarity you can provide on this matter.

I wish to formally report a concern regarding the state of the road surface on Novers Lane. I understand that a similar report has been filed recently, and I am writing to add my voice as a resident directly affected by this issue. The initial concern, raised around two months ago, was that the road works appeared to be unfinished, with the final layer of tarmac missing despite new road markings being painted. Weeks have now passed, and the road remains in the same condition.
This unfinished surface is causing significant noise disturbance, particularly from passing vehicles that are not adhering to the 20mph speed limit. The rough texture of the road amplifies the sound, which is seriously impacting the well-being and sleep of residents.
Could you please provide a clear update on the status of this project? We would like to know:
Is a final resurfacing of Novers Lane still planned?
If so, can you provide a specific timeline or estimated date for when this work will be completed?
Why has there been such a significant delay between the initial works and the final resurfacing?
Residents are paying full council tax and have a reasonable expectation that our streets will be restored to a proper, finished state in a timely manner. A clear explanation of the situation and a firm date for completion would be greatly appreciated.
