Pavement surface broken up by bushes growing out of it

Several weeks ago I reported a pavement blocked by bushes growing out of the pavement. It was marked as resolved, but nothing was done, so I cut back the bushes myself. The stumps of the bushes still remain though, which means they will eventually grow back. The stumps need removing and the pavement surface replacing.
