A Council green bin was left around 2 weeks ago, now full of rubbish

The bin appeared around 2 weeks ago on pavement outside 1 Gordon Road, unsure where (not the residents of No 1, 3, 5 Gordon Road; have not seen it before). It is for newspapers and magazines, but now has general rubbish and is overflowing. It is encouraging people to leave other rubbish on the ground nearby (some of which has been blown down the street in the recent heavy winds). Please would council remove the bin. Thank you.
