Fly tipping not private property

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 7879931.
This is not private property and the rubbish is on a public footpath which is blocked. i have witnessed several push chairs having to go onto the road now and it isnt safe. please sort this as it has been weeks beofre someone has an accident. the rubbish is outside number 19. council previously has parked up,looked at it then driven away.
