Planter in dangerous position

Someone has moved one of the planters forming part of the modal filter to open up space for unauthorised vehicles to pass through the No Motor Vehicles restriction.
As a consequence, a. The planter sticks out into Avonvale Road obstructing traffic on Avonvale Road, obstructing view of people waiting to use the zebra crossing. b. The side of the planter facing traffic travelling north doesn't have reflectors on, so increasing potential for it to be hit by a vehicle. c. A gap has been created enabling cars etc to travel through the restriction. d. The No Motor Vehicles (TSRGD 619) is facing in the wrong direction.
This problem has been ongoing for weeks, and needs to be rectified without further delay.
