Multiple bags with dog mess and multiple large nitrous canisters dumped on alley way

A dog owner leaves their dog poo bag on the corner of the alley way at the back of my house. They do this every morning so a large collection has built up. Sometimes the bag is just dumped on the street(see photo) and on occasions when this has happened before a car parking drives over the bag and then smears the dog poo everywhere. Aside from you guys disposing of the large dog poo collection is there anything else you can do eg signage or CCTV(as I say, a new bag appears every day so probably quite easy to catch the culprit). The other issue with this alleyway is that it is also used as a dumping ground for nitrous canisters. Again, there are currently loads down there. I have children and there’s lots of children in the area so this sort of irresponsible disposal of this waste is dangerous. I have lived in the property for 2 years and has been going on since I moved here so assume it has been going on longer than that
