Hi, I've received PCN. I just want your department to be aware of the situation.
Dear Sir/Madam,
I sold F95GYJ to a Mr. xxxxxxx on 13/08/2024. I have full details of the transaction and of all communications stored as evidence. Communications include his reassurance that he is registering the vehicle in his name. This PCN reveals that the vehicle is still registered in my name.
There is a backstory causing significant distress. The vehicle was advertised at a price. On collection, Mr. xxxxx appealed to my sense of social justice, suggesting that he was purchasing the vehicle to accommodate a homeless person on his private land, and knocked my price down a lot, appealing to the fact that I care about homeless people. A few days after the sale I saw, on Facebook, that he was offering the vehicle for illegal and extortionate rental on Bristol's highways.
There is no precedent to legally rent out a vehicle on the highway as accommodation. Mr. xxxxx has a history of media presence concerning the housing crisis, and of suggesting vehicle-dwelling as an alternative. I was disgusted by the rental price he advertised on Facebook market place. Despite his social viewpoints expressed on local media, he is capitalising on the exploitation of vulnerable individuals, by illegally offering for rent a vehicle, without even toilet facilities. I am so upset. He is a grifter, deserving of punishment. He may have more vehicles being rented out.
I have checked and the vehicle is parked on the public highway without MOT. This is clearly why he has not registered it to himself and I am contacting DVLA immediately.
Bristol City Council / the police should impound the vehicle immediately and auction it for charity or for the council's homelessness work. (my only worry about this is that the vehicle may be inhabited by an innocent party). If xxxxx can be prosecuted, I stand by with evidence and information. I also intend to contact the local media who ran his stories, to give a response. I would be very happy to do so in collaboration with Bristol City Council. I await your response before contacting police/media. Please ensure that this message is seen by council officers in parking enforcement and in housing/homelessness. I will also send these details in a letter to such departments. If you require any further information please do not hesitate to contact me on the details above.
