Metal post been knocked over and tarmacked all over our road

We have metal bollards in our street they were put in years ago to stop our street being a rat run some weeks ago someone has hit one of the metal post it's hanging out of the area it's in and we have a lot of loose tarmac over our road and large lumps of tarmac to qe would like the post to be repaired and put back it's causing problems with people walking and mobility scooter and pushchair.
