There are still multiple bags of rubbish on footpath

I have already repotrted this issue and I also received emails about the job is scheduled by the council. Yesterday I received an email that the the issue has been resolved. Nothing happened. The rubbish is still there just has been put in 1 bunch on the side of the garages so it is less visible from the car park. The issue is the following: Since a few weeks this mess is getting worse. Someone leaves bags of rubbish on the footpath where we usually place the bins for collection on the day when it is bin collection day. But they place the bags on the street without a bin and the bin collectors does not take them. This pile is getting worse every week and the rubbish of them is all over the place now because the foxes are damaging the bags and rubbish goes everywhere. It looks disgusting, there are used women sanitary pads, and other stuff included. It is also a safety concern as well because they are a trip hazards, especially at the night when it is dark outside.
