Untaxed, damaged vehicle abandoned on road

This abandoned car is untaxed has been here for 4 months, preventing me from parking outside of my home. It has at least one flat tyre and the paintwork is very damaged. It is full of rubbish, doesn't start and is clearly abandoned. Please can the council arrange for its removal.
