House owner has dug up paving and walkway outside house

The occupant of 301 greystoke ave has dug at least a 2foot in places from the pavement and grassed walkway area out side the house, it has been dug down to the utility pipes in areas ( drainage/sewage pipes and a light blue plastic one) when it is dark it can’t be seen and would be easy for someone to break or badly sprain their ankle plus I don’t understand how this can be legal. It has been like this for at least 3 months
