Hump in the pavement causing bike accidents

There is a large hump in the pavement that causes bike accidents.
It's right next to the steps and the community library.
Today a man fell after going over it on his bike and severely injured his leg, opening up to the bone.
Can this be marked in some way with road markings, spray paint or a sign to signal to people to take care?

On Saturday 9th August I broke my leg falling over this hump. This is a popular running and cycling route and the issue needs to be addressed as a natter if urgency.
